Sarah Bills was born and raised in Cleveland, Ohio. She earned a degree from Cleveland State University, majoring in religious studies with minors in psychology and philosophy.

Bills has been a resident of Beavercreek for 21 years, where she and her husband raised their five children and are now grandparents to one. A longtime homeschooling parent, she is deeply involved in education, family life and community service.

She is an active member of The Church of Jesus Christ of Latter-day Saints and currently teaches children ages 3 to 4. Her previous service includes roles in the Young Women program, as a ward missionary and on the church activity committee.

In the community, Bills has served on the Beavercreek Tree Advisory Board since 2024. She also serves as advocacy chairperson for Dayton Area Wild Ones, volunteers with the Beavercreek Wetlands Association and has worked as an election worker for several years. Her commitment to civic engagement, environmental stewardship and community involvement continues to guide her service on City Council.
